Some AT&T customers unable to download apps or stream Apple Music over LTE

The iPhone 6s and 6s Plus began arriving on doorsteps and in people’s hands on Friday, September 25, and as that rollout continues, some people are having a rough go of it.
As MacRumors points out, some AT&T subscribers that recently began using their iPhone 6s or 6s Plus are noticing something interesting: While connected to AT&T’s LTE network, some apps are simply refusing to download, and, perhaps worse, Apple Music streaming is not working as it should. Some of those same customers are claiming that AT&T is throttling the data on iPhones, as far as it concerns downloading apps and streaming Apple Music.
Many are pointing out in the publication’s forums that while connected to a Wi-Fi network, the downloads and streaming work as they should. In fact, one customers goes as far as to say that they have a VPN configured on one of the iOS devices running iOS 9.0.1, and when they enable it over LTE the downloads work just fine. It’s when connected to AT&T’s LTE that things begin to go haywire:
“I have three different iOS devices. Two are running iOS 9.0.1 and one is running iOS 8.4.1. When they are connected to wifi, apps download fine. When on LTE, the app just sits there and the progress bar does not move, even after a very long period of time. When I run a speed test over LTE, I’m getting a solid 10-15Mbps down (3-4 bars).
Also, i have a VPN configured on one of the iOS 9.0.1 devices and when I enable the VPN over LTE, apps download fine. One of the devices also uses a different iTunes account. I supposed it could be a regional problem. I’m in Indianapolis Indiana, USA. I’ve tried toggling the Download over Cellular option off and on and I’ve reset the network settings on one device and even did a factory reset on another, with no success.”
Right now, it appears that customers under Verizon Wireless and T-Mobile aren’t suffering this same issue. Moreover, the customers that are experiencing this issue aren’t just using iPhone 6s units, but also a variety of iPads, and even the iPhone 4s.
Interestingly enough, one customer said that they contacted AT&T’s Advanced Tech Support to go over the issue, and that the rep told them this is something that they’ve received quite a few calls over. The rep also stated that this was an issue with iOS 9/iOS 9.0.1, and that a subsequent fix was incoming. However, with the release of iOS 9.0.2 the issue still seems to be present.
