It is quite simple to enable Low Power Mode in iOS 9 devices.
Step #1. Launch Settings app on your iPad or iPhone.
Step #2. Scroll down to Battery (below Touch ID & Passcode.)
Please note that Lower Power Mode reduces performance and networking activity to enhance battery life. When you toggle this one, Mail fetch, Background App Refresh, motion effects and animated wallpapers are disabled.
