Some old Apple ID and ex-iTunes Match users are unable to sign up for Apple Music

Apart from some initial jitters, Apple’s rollout of Apple Music can be termed as pretty successful. However, it looks like in a bid to get Apple Music out to consumers early, Apple has neglected a small portion of its user base.
According to this thread on Apple support forums, many users who had an iTunes Match subscription previously and never renewed the service, are unable to subscribe to Apple Music. Additionally, another bunch of users are unable to subscribe to Apple Music because they are still using their old ‘non-iCloud’ Apple ID.

For now, there is no workaround for the affected users to subscribe to Apple Music, except for creating a new iCloud account or patiently wait for Apple to solve the issue “within a few days” as it has promised in the error message.
