On September 24, just one day before the launch of the iPhone 6s and 6s Plus, Apple confirmed in an announcement that its iOS 9-specific App Thinning feature wouldn’t be available when the new phones launched.
The delay was due to a bug with the backup of apps through iCloud, and so the feature that allows apps to be downloaded on an iOS-based device without taking up as much storage space wasn’t available out of the gate. However, Apple has just released Xcode 7.0.1 to developers, and, at the same time, fixed the bugs that was holding App Thinning (or App Slicing) back.
However, it’s worth noting that while the release notes say that app thinning bugs have been fixed, there is no specific mention of any iCloud-related bugs being fixed that might be related to the thinning of apps. With that being the case, it’s unknown as to whether or not this specific release of Xcode will get App Thinning to the public, or if there is still work that needs to be done behind the scenes to launch the feature.
