The entire jailbreak community was taken by surprise, when the Pangu team released the untethered iOS 9 – iOS 9.0.2 jailbreak last night.
Jay Freeman aka saurik has also released an update for Cydia Substrate to make it compatible with Pangu’s iOS 9 – iOS 9.0.2 jailbreak. Cydia Substrate is the underlying framework that all jailbreak tweaks depend upon.
But as saurik has pointed out, Cydia developers still need to update their jailbreak tweaks to make them compatible with iOS 9.
Installing tweaks that are not compatible with iOS 9 – iOS 9.0.2 could result in reboot loops or force you to restore your device, so please be careful.

Update 1:
Can’t find Settings for Jailbreak Tweaks?
PreferenceLoader hasn’t been updated to support iOS 9, so you won’t see the Settings for your jailbreak apps and tweaks. We expect it to be updated shortly. We’ll let you know as soon as the PreferenceLoader for iOS 9 is released.
Update 2 (1:00 am ET, October 14):
We’ve updated the list of jailbreak tweaks that are compatible with iOS 9. The list now has 84 tweaks. The initial list had 39 tweaks.
Update 3 (9:00 pm ET, October 14):
If you don’t see the settings for the jailbreak tweaks in the Settings app, then install PreferenceLoader 2..2.3-1 or later update to fix the issue. PreferenceLoader is now compatible with iOS 9.
